I have win7 and a week ago rundll window started showing up when i log on.I tried scanning with antivirus program-it didn't find anything threatening, i tried various fixing, cleaning programs - it fixed what was wrong as it claimed the rundll window , but the rundll window said the error was still there, and i can't find it through windows files search, neither i had luck with google finding this filename.

The message says:"There was a problem starting msicnl.dll the specified module could not be found."

I would try booting to Windows Safe Mode, by hitting the F8 key after the POST, then run a system restore to a point before this issue starting occurring.

the system is infected, update your antivirus program.
also check for windows updates
