A bottleneck point is a point at which information is proccesed more slowly through a network. A webmaster bottleneck is where they have the time to publish something smaller than their asked to. I got that from wikipedia but it also showed millions of other things so im not really sure what you mean. Google it!

In computer power terms, its where one aspect is much faster than another aspect. Bottlenecks affect microprocessor performance by slowing down the flow of information back and forth from the CPU and the memory. If all of the components of a system are not able to feed the same amount of data at the same speed, a delay is created. For example, a 2GB processor will be severely bottlenecked by an 800MB memory bandwidth.
