Can you ask the person who gave it to you?

If it has Windows it would not need a boot floppy.
Have you checked to see if there is a hard drive in the system?

Does CMOS identify a hard drive in the system?

Quite often people will format the hard drives and leave them blank to protect their data when giving away a computer.

A DOS boot disc will let you look to see if there is anything on a hard drive...
(There are exceptions but it is a good place to start.)

You can make one from the PC you are using now or locate an image of one online.

You probably just need to install Windows on the system, or some other OS. If the system has a CD drive, you could download an ISO of a Linux distribution, and have some fun.
