I tryed in C:\windows\and Dev-C++.
Where is the diffrence in Header betwen Declared and include?

You give the path of the dll to the library path of DevC++.

I believe you will have to install the Microsoft Windows Platform SDK to have access those libraries.

I just downloaded , instaled Microsoft Platform SDK for Windows Server 2003 SP1 and i find the User32.lib
