I am driving myself nuts trying to get includes to work with & without Dreamweaver. What I am I missing?

I have a test site up at:
http://www.tiimes.ucar.edu/index2.html

And am trying to streamline changes for the website by creating a separate html (or php) with just the horizontal drop down menu (gray bar area under header & before content & left nav) in it and then trying to bring it into another html document by using the 'include' command.

It looks like it works in Dreamweaver but does not work in the browsers on my computer or others.

Is there a different command I should be using? Or a different method?

Finally solved my own problem. Our server security has this feature shut off as the default. I have a request in for it to be allowed in the web area I work on.
