With Norton, when you uninstall it, you also have to delete all reference to it in the registry, as well as doing a system search for all Symantec files\folders.
If you decide to reformat, make sure you have all you need backed up! Make sure you have drivers for all your devices such as Modem, scanner, printer etc.
I'm not certain that a reformat is necessary as you obviously are able to post here on another account. Must be a configuration problem somewhere, but I have no clue where. Sorry.
