I know this is an old discussion, but I've had the same Problem on a HP 8460p in battery mode. I solved it by disabling the Energy Saving Options in the Intel HD Graphics Driver. Go to Control Panel -> Intel graphics(...) -> Advanced Mode -> Power -> Battery Mode …
