if the fans in the power supply don't come on I would say your power supply is bad. Changing a PSU is not difficult but if you never opened a computer I would not recommend it.

you might have accidentally switched to using a external monitor...try holding down your function key and pressing the key that has the picture of a monitor on it. I think dell is f5 but not sure.

the whrring noise is probably comming from your hard drive...the lights on the cd/dvd blink because they are looking for another boot option...I think its time for a new hard drive

your wattage on your power supply is to low for what your system requires. get at least a 500w power supply and you should be fine.
