google adword is program of google where webmaster can advertise there website in google ;) if you want to start then i suggest you to try adword voucher by that you will get around 80-100$ free advertising ;)
for new site first of all you should need think to about keywords,, after that go with directory submissions,social bookmarking,forum posting,link wheels.....these things are necessary
yea it is important to describe your site when ever you search in google , you normally see sites with description and i think some ppl do read descriptions also ;)
