Load and use CSS file and Property in vb

Hey,
I never use any CSS file in VB...just wanna ask is that posibble?
And for what i've found, in order to implement the css call we need to declare it in the master or content page rite?? well my badluck i dont have any of it..the project that with me right now is mostly on separate folders and in it i have all the form. i do not know how to call the css in the form..and as for creating the stylesheet(for the css, i think i know because it kindda same if we use in html rite?)
i just want to create an external css file and call it in the form to organize the interface if have any other changes in future.in other words to make it simple and easy to change later on.
