I'm thinking of a idea but don't know where to start, hoping I can get some input. What would the best language be to program images in layers. Let's say a mountain with the sky behind it then animate the clouds moving. Any ideas or thoughts. Maybe a possible reference? Thanks in advance

I guess what im looking at is a way to do a screen saver. not like showing photos but like maybe a johnny castaway type screen saver. unfortunatly i cant seem to find anything on how this is done. any help would be great!!
