You'll want to master XHTML and CSS
I think it's handy to know a little javascript too

is a great FREE resource for learning these

Making websites isn't all that hard
Just be sure to draw it out on paper before you start coding anything
have fun ^_^

if you want a really customized forum on your website
then you'll likely need some PHP skills
(that is if you end up using something like phpBB)
