I apologize if someone's posted something about this before.

When working on a friend's computer, I discovered that the desktop display properties appear locked. You can't click the typical desktop wallpapers - the only thing you can change is the color of the background.

This computer is very badly infected; would anyone happen to know what could have caused this and if there's any way to fix it manually?
