I think the best way to find these experts is visiting forums about whitehat and blackhat seo. Sometimes whole forum will let you learn much more than just contact with one person found on the internet.
At the beggining use both tools: https://developers.google.com/speed/pagespeed/insights/ https://gtmetrix.com/ Check where you got some problems and then try to fix it. These tolls will show you what exactly makes your website slower (for example - big amount of requests).
