i want to write an application that give a bluetooth and after it chenge phone contact list (add/remove) , is it possible with java me ??? is it possible on windows mobile or symbian s60 with C# or C++ ???

With JME (J2ME) enabled device you need to use JSR - 75 PDA Optional Packages for the J2METM Platform , PIM - Personal Onformation Manager side of this package to access address book. There is a good example in Beginning J2ME From Novice to Professional book (only limited preview).
I know for sure that Symbian had some similar library like that, not sure about Windows based devices.
