to license my Android app, must use google api(in Project Built) even not use maps etc???

license my Android app is available in Play only, other stores have other mechanisms?

I tried log in with Play Publisher account but not can log in, in emulator... I can log in success normally....
how in emulator use the PC keyboard instead, now only android virtual keyboards can use....
