help need to build a whale foraging model

I am looking into trying to buiild an onscreen display model based on field data to look at the factors that control the feeding and foraging of the northeern right whale - some have suggested that i use C++ and others Visual Basic. I need some help.
The work would be to build a pretty complete demo so that it could be used to find funds for a more comprehensive model. The whale I study is the rarest of all marine mammals and such work will go a long way toward conservtion of this nearly extinct species.
