how can i search a database lets say the police database for felons that they have online is there a way to manipulate the code to do that

NO not hack im doing my senior project on cybersecurity as it relates to cyber crimes and cyberbullying so im writing a program that can search a username for there ip address or use a picture hence the facial recognition in order to search a registry and if it comes to true as in they are a felon then automatically blocks them from the site.
