Would anyone be so kind as to tell me if Frequency Switched is the same as Clock Rate?

If this is the formula for power consumption on a CMOS circuit, then yes, though you are missing part of the equation (the Activity Factor, which represents the fraction of the circuit that is actually bearing a current); as it is, it's only correct if the whole circuit is active, which would not normally be the case.
