There are several sources

1. Torry is the leading source of Delphi shareware and freeware. You should be able to find freeware with source for most of the things you are likely to want to do as a newbie
2. DelphiPages has a great deal of useful information and links too.
3. Also check out the Codegear Development Network
4. There is an excellent introduction to the basics of Delphi here
5. When you get past the newbie stage and want more advanced Delphi programming techniques take a look at this
