I advertise on the internet and they want me to link my webpage to their webpage with an dhtml code...Then they will list my website on their page..Thanks for all your help.I use geo cities page builder for my webpage.

There is an infinite number of ways in which this could be achieved.

Typically, somewhere in the advertising site, they provide instructions and offer a short piece of Javascript for you to include on your page. This will (again typically) cause an advertising link/banner to appear on your page and, whenever the page is visited, keep alive the advertising of your site on their site.

Without the instructions and script, it is impossible to second-guess exactly what they might say.
