1). Well I am using a PhpBB forum.... Everything is working fine but I have a little question that where should I paste the php META TAG refresh code so that its not annoying for users!!!

2). My second question is that "is there any advantage of META TAG refresh code in offline mode???" I mean if no one is on the forum then will it be refreshing the forum in offline mode or not???

Do not meta refresh any part of the site

You can do meta refresh in your page, but that really annoys the user.

So better to don't go for it. If meta refresh is used , then using your page in offline is not possible(If you want to make it available, you need to use relative urls in your all pages).
