i want to add some restriction to my form . i want to generate a code my self , with out putting that code form can't be submited successful . Give me some ideas to take step , how to build a script such like that

I m using php & mysql . I make a mlm web in which i need to stop to join those peoples join to free , any member whose want to join have to pay some amonunt & admin isue a code to submiting form for complete registration .
