When windows loads on my sisters windows 98 machine there is a warning windows that appears that says RESTORE with a button to click on ok. I have run all tools (adaware, coolwebshredder), the list can go on. Aboutblank was identified but I cannot seem to get rid of it.

Hi and welcome to DaniWeb :D. You're sister needs to update Internet Explorer to version 6 and install service pack 1 in order to stay more secure. http://windowsupdate.microsoft.com/

Scan with hijackthis and tick the boxes next to all the following entries, then close all browser and explorer windows, and hit the "Fix checked" button.

Reboot into safe mode following the instructions here and navigate to and delete the following if found:
