ok , there is
oracle developer " develop home made programm using tool such as oracle developer 6i or 9i as example hotel project or restaurant project"
oracle Dba " maintain oracle database for example tunning or backup and recovery and monitoring oracle Db such as tablespace which one is full or near to be full or
which table need to rebuild it's index and son "

oracle is an ORDBMS ---in short is a database.
and dba is a human being----is one who manages/administers the database.
