Do you have any idea which program which enable us to do it?
I'm thinking about matlab, but is it be able to do it?

I am doing a project with the visual basic 6, which involving scanning the picture, and I need to read the text inside it.

I am very not sure, probably Matlab can do it - not very sure because I only use it for mathematical application. Scanning or detecting text in a image is just basically detecting numbers, or patterns. Images are numbers. You just need a detection algorithm that does it.

Why not try to find an sdk to go with vb? A google search on "ocr visual basic" brought me to this site, which looks promising
