No, you have to at least use the PDW (Package and Deployment Wizard), or better yet, you could use Windows Installer 1.1 or Inno to do your setup package for you so that they get all the dependency files you need...

it is best way what vb5prgrmr said. another way u can copy this file from c:\windows\system32 and then paste it with ur exe folder.
