I Want to know is there a possiblity to send emails through vb application without purchasing a email server

You can use free SMTP servers such as those with Gmail.

I would agree. You can easily develop the email client in vb. You can also do the same with regard to the SMTP services, but with since there are already established SMTP services on the Internet, I would recommend you just go with that option. With this option, you dont have to worry about maintaining/securing your server component.
