I don't believe it's in cPanel. You would need SSH access and remotely log into the server and edit the file. You should be able to enable SSH access via cPanel though.

It will not be there in CPANEL, but CPANEL will gives you facility to configure few things in PHP.

You can find it like PHP config in CPANEL.
