Please i need some suggestions on how to develop a web based forum application...am not sure if to use ASP.net or php...

You need to learn or you must have know-how of XHTML, CSS, JavaScript, and Database.

PHP - NetBeans.

ASP.NET - Web Express.

If you are just starting Microsoft offers a free version of their Visual Studio. You can use that and it will help you fill in code.
