1) What's this "emergency_plan_error_aspx" ? is it your web page name ?
2) Also <%@Page%> directive page name in CodeBehind(Error.aspx.vb) and Inherits(_Error) are different.
3) in Inherits i believe you need to give full name of path with your namespace. (i.e. yournamespace.webpagename)
4) Frankly speking I haven't seen meta:resourcekey attribute/properties in Page directive. Is there any special requirement for this ?

I believe correct above and it will work for you..

1.emergency_plan_error_aspx is a page name
2.<%@Page%> directive page name in CodeBehind(Error.aspx.vb) and Inherits(_Error) are different. so i tried changing Inherits(_Error) to Inherits(Error).still no success.
3 what path with namespace should i give?
4.i deleted meta:resourcekey attribute/properties
then still the error is on this line """Partial Class _Error""

How code behind (Error.aspx.vb) is different than your page name (emergency_plan_error) ?
I think your CodeBehind should be (emergency_plan_error.aspx.vb) and Inherits (yournamespace.emergency_plan_error)..

Then first clean the whole solution then build the application and then run the application.
