Users click to open NEW Internet Explorer program page
but they only get top half of page (ie minimized style)
and need to click on icon at top right hand side -
to get full screen (complete with tool bars etc).
Question
What code can be used to ensure window will fully open

User reports this occurs when
code in a .HTML link is used "to open a new .HTML page"
and also occurs
when the user clicks on the Operating System IE ICON.
In both cases - the windows partially opens.
