Please give me some suggessions for this.
Current is developed in Drupal. But it looks so dull and less intuitive.
Please suggest me some CMS(like drupal again or joomla) or anything else.
I want to develop this is PHP, so in which I should develop this(CMS or any ither way)?

First of all, you post this thread on the wrong category. It should be in the business exchange. The web development section is for members to post problems not asking for someone to post codes. The post you just posted has no issues relating to anything. There's no free lunch, either you pay someone or learn to do it yourself.
