I have a friend's PC here that will not start up at all.

The system spec's aren't relevant - I just need pointers on what may be up.

Basically, all that happens on switch on is a brief 'grunt' from the cd drive and a 'twitch' of the cpu fan. No signal is ouput on screen at all, no hard drive spin up, no PSU fan running, no cpu fan running.

Presumably it's not power supply as there is a slight twitch, and the power on led by the front switch illuminates.

Dead mobo?

Either the power supply is not putting out enough power or something on the main board bit the dust.
