Hello - I am new to this forum. This post is to get your input on the best location to set up a small Delphi/Pascal development shop. Are there areas in the US where highly skilled Delphi/Pascal programmers are available? We want to co-locate to utilize Scrum development techniques. Your input is most appreciated. Thank you, Christine

Following 's plan to evaluate Boulder County and 's note about proximity to the vendor, here are practical, experience-based points to help choose a US base for a small Delphi/Pascal shop. Location is useful, but industry fit, hiring model, and recruiting channels matter more for finding experienced Delphi developers.

Look for regions with concentrations of legacy Windows/desktop and embedded software work — medical devices, industrial automation, lab instrumentation, finance/trading firms, and point‑of‑sale vendors. Those industries keep Delphi skills in demand. Being near the vendor can help for networking, but higher-cost regions trade talent density for higher overhead. If the local pool is thin, target a nearby metro with a strong enterprise or manufacturing software presence or plan to bring a small core on site and hire remotely for maintenance and specialized tasks.

Hiring and screening suggestions: assemble a compact Scrum core (3–6 engineers plus a senior mentor) and use contractors to bridge gaps. In job ads, list exact Delphi versions, Windows targets, and libraries (VCL, FireMonkey, third‑party components). Practical screens work best: a short pairing/debugging session on a small VCL app, a code‑reading exercise to judge memory-management and Win32 familiarity, and a refactor/upgrade task to test modernization skills. Offer a modest training budget to bring experienced Windows devs up to modern Delphi if needed.

Scrum and tooling tips: co‑locate the core team for the first 2–3 sprints to set cadence, then adopt hybrid work. Invest in version control (Git), CI/nightly builds, reproducible dev images, and an installer/packaging flow so new hires are productive immediately. Be realistic about compensation, relocation help, and upskilling to attract the small, specialized talent pool. Thanks to early suggestions from , and for raising the vendor/proximity and local-hire points.

How about scotts valley where embarcadero are based?

Or next door to me so I can keep an eye on the competition ;)

Thank you for your responses. :)
I will probably just set something up in Boulder County Colorado and check the freelance link above. I believe this tiny company I work for wants to hire as opposed to contract - so will have to look and see who is available in this local area or if there are freelancers ready to do the paycheck thing... Thanks all!
