Yes, shell scripting can be used on the Microsoft Windows command line. All of the modern shells have been ported to this evironment including bash and ksh93. Speed of execution depends on your system hardware and what else is happening on your system at the same time as you are using the shell.

There are hundreds of tutorials out there. Do a Web search and pick one that your are comfortable with.
