Is there any python module which provides the capability to connect & configure WiFi on Microsoft Windows?

No I don't think so...only GNU/Linux :(
Still, Windows is win :D

It's even hard to do with Windows native API,
and even harder with .NET.

So I think it might be possible, but you would have to use lots of ctypes and win32api.
I don't think it's worth a try.
