I am trying to start to learn Delphi but I am unable to find any useful resources.
I am not even able to find any IDE to download !!!
I am very new to Delphi and need your help. Give me some tips to start from and then from there I'll pick it up.

You will need to buy Delphi 7 or later, most universities that teach Delphi sell it for less than most shops.
A book I'll recommend is "Introducing Delphi Programming: Theory through practice" by John Borrow, et al. I'm using the fourth edition.
Aren't there any free wares to download. I heard about Lazarus but haven't looked it up yet.
What is your opinion on it if you've used it?
