I'm still not sure what you are asking.
If you are a beginner then you need to keep it simple at first and add skills as you master others. Many years ago I did the Microsoft Solution Developer's course. Through out that course they develop several business applications. Real life application get much more complex, but you have to start with the basics.
If you can get access to a course book on VB.NET it will likely walk you through such a project as a means of learning to use controls, learning the basics of form design and introducing some of fundamental logical programming processes.

When I execute this progammatically, I get a table with row heights much larger than when I do this manually.
