I have a basic knowledge of web development (although I did once set up a searchable online database) and would be really grateful for some advice on how to proceed.

can I use Dreamweaver 8 to do this? I have also been told that Wordpress is a good tool to use. Please could you suggest which is better, if neither then please let me know which other tool I need to use. Thanks in advance.

Yes, even you can use notepad. Dreamweaver is an editor. If you have basic/fundamental/core know-how of xhtml/css/javascript then you can design web-pages.
