ORDER BY "ItemOrder" ASC

Don't use quotes. If you do, your db will treat ItemOrder as a string, not a column name. It's like saying

ORDER BY "IHaveNoIdeaWhyThisIsntWorkingThisIsNotARealColumn";

It may execute ... but it won't sort anything.
