API Scoreboard Tips and Help

Not sure if this is for PHP but anyway:

I am wanting to make an API for a game the past few months and still have not yet figured it out yet. I am wondering does anyone know how to make one or who can get a website that can guide me through it. Its nothing special just a basic scoreboard (I can make myself) Just need to find out how to gather the info needed to make one.

Some examples if you want to know what i am making:

If you built the scoreboard in PHP then you could build an API that would allow someone else to connect to it through the API. Is that what you want to do?
