Fatal error: Call to undefined function field_attach_load()

there few number of questoins that need to be answered

one does drupal data base has to co be collation?
after i have executed the the database query in drupal instal i get error but i refresh and the tables are made in database(collation) on local host machine.Does this causes any error ??

on the second last step of the installation i get this error

Fatal error: Call to undefined function field_attach_load()

i have searched hte net but could not find any possible result !!

Concerning the undefined function it seems a known bug: http://drupal.org/node/481758
Try to increase the max_execution_time in php.ini and reload Apache after editing to load the changes.

Regarding the other question, I didn't understood. Can you explain it better?

thanks ceral i actually changed the value refering to the same post u have posted but now i changed the value to a much greater extent and it worked perfectly
