I am not a techie but would like to get some advise on creating a specialty video portal. I know I will need bandwidth and remote upload capabilities. Any thoughts on how and who I can get in contact with or whether somebody would be interested in discussing further.

I'm not sure what you're asking, but this is almost certainly the wrong forum.
You're right about bandwidth and upload, but that's easy. You may need a web designer and/or database services, so post this in web design.
