Hi,
I have recently registered a domain name, and paid for hosting, and am now trying to upload files via ftp, but can't get it to work. I'm pretty certain I'm using the correct settings. I am using a computer in a public library...could they be blocking the use of tp programs somehow?
Does anybody have any advice?

It's possible something is blocking. Did you try to use passive FTP ?
