I already know what I want the menu to look like
But which program would be best to use while creating
a menu/navigation bar for Dreamweaver CS3?
Would the one dreamweaver already has in the program be best?

Depending on what you have in mind with simple roll-over action of swapping images or more complex as fading. There are variety of commercial products like Photoshop or Fireworks (these are most popular, but also cost arm and leg) for general imaging purpose and Flash, Director for "fancy" style (animations effects). Beside these you may try some of open source like GIMP - image editor or SWF Tools for flash.
With help of Dreamweaver you can easily implement them in your design
