What process takes longer: Designing a web-site or developing it for the internet?

I have a friend who passed her designs on to a person she had contracted to work for her developing the site to get it online.
She is being told that a site that has a Database and Content Management System would take 50 hours development on
a 20 page site (only about 8/10 pages would be content editable). Would that be accurate?

Possily, but it varies a lot according to the site and what the developer is given.
Most if the time an simple CMS being written from scratch is costly and unnecessary.
Take a look at wordpress or silverstripe, of which both can be installed and configured quickly.
If he's also converting an psd into code, that's another factor to consider. Mostly, it depends on the site itself.
