I'm using Photoshop CS2 with Windows XP but i can't use any shortcut like : Ctrl + Shift + E ,or even Delete.
Can anyone show me how to enable this ?

go to Edit than Menus and play little with setting over there

There are a lot of minor changes in this software from the previous release and it'll take some time to learn. Don't get frustrated, just avoid shortcuts untill they come naturally with the new release.
