I want like to design a website with php, for commercial purpose with rich graphics and text with other e-commerce functionalities, but the problem is that I don't know how to go about it. or what it will cost to do it and what funtions to include in the website, it will a community site with users communication like twitter.
I will need your opinion on this issue.

I think your question is too broad.
To get started, learn HTML, CSS, JavaScript, a graphics program, SQL, PHP
Once that is done, then put together a list of all the features you want to have in the site. Go through each feature and verify which ones you can build on your own and which ones you will need help with. Look around to see if there are free version of the features you want and if not see how much it will cost.
