when i start my windows internet explorer i get an error message - internet explorer has encountered a problem and needed to close and another message - the instruction at "0x02d3cb91" referenced memory at "0x00401000". the memory could not be "written" click ok to terminate the program.

This may a problem with ur internet connection, have you tried another ISP (e.g. Mozilla Firefox), to see if the problem is associated with IE or ur internet connection in general.
